I don't like the idea of a device which deliberately creates a fault in order to trip an RCD, if the RCD doesn't trip then it's just creating another fire risk. It would be better to operate the RCD via a shunt trip or undervoltage release in my opinion.

Also I'm not entirely convinced that switching off the power after a fire has started and set the smoke alarms off is going to be quite as helpful in stopping fires as is suggested.

I'm not either you could be creating further danger by tripping out lights on dual RCD consumer units, may be ok if works with several RCBO's that supplies curtain circuits.
