HI, I've been asked to do a pir on a domestic installation, Means of earthing is a TT system using a 100 mA (not s-type) rcd as the main switch, covering all circuits. House is a rental property...Is there any real problem with this with regard to regs? would appreciate any advice thanks.

hmmm, could be a code 2 ( requires improvement ) or a code 4. really depends on how you look at it. if you, as the inspector, think there's potential risk then give it a code 2.

If there are socket-outlets that can reasonably be expected to be used for mobile equipment outdoors, I would go for a code 2.
Otherwise code 4 for general use socket-outlets, bathroom circuits and cables concealed in walls (if applicable).

think i would lean towards a code 2. recommend RCBO on socket outlets, if only on ground floor.
