I am a caretaker for a Hotel 10 years ( BT Engineer 20 years), I Have 16th 17th and Part P. Do mainly electrical maintenance and general repairs,
I work for a local charity one day a week, I am replacing like for like 2 twin 5ft fluorescent lights in a Charity shop that sells donated items to the public. The problem is a captain sensible with a health & safety cap on who woks in the shop (and works in a Factory with H & S responsibilities) has told me I have to install lights with a diffuser (I quote: as they may blow and glass may hit a member of the public).
I have explained that the other 10 existing lights installed aprox 10 years ago have no diffuser and most of the small shops on the same high St have no diffuser fitted, and I am replacing like for like plus the electrician must have known the regs better than me. I have a copy of 17th and Guide to Building regs, but can’t find info I need. Anyone help with advice please.
 
He is a RECTUM Tesco ect tend to fit sleeved or shastterproff lamps over vulnerable areas like deli bakerys Fluo tubes tend NOT to explode unless hit Btw SHUT the shop as somone MAY fall over the piles of crud on the shelving and racking

I have told captain sensible that the lights are installed in low risk environment, no food sold or prepared on site; they are well out of reach unless you are 10ft tall and have high heels on.
He insisted that current H & S guidance say you must fit a diffuser in shops. He works in a factory so I think that is where he is relating to.
 
just ask him to bring in the relevant H&S guidance for you to peruse.

as far as I am concerned dont need to install with diffuser unless in high risk area eg Kitchen or location containing Bath, oven, or above a steam bath ect. direct contact is not posible unless U R 10ft tall and have high heels on.
cant find any regs to say diffuser has to be fitted in low risk commercial shops.
