Did a consumer unit change the other day only to find that all the down stairs sockets had been buried in concrete. It must have been a wooden floor then the good old builder just poured concrete in!

Insulation readings are L - L = 4.2 M ohms, L - E = 2.21 so just ok. Zs is ok.

The problem is the cert. In comments i have put about the concrete and insulation readings could change at any time. Recomended a rewire of sockets.
Under reference method i put * then in "remarks" *no reference method because of being laid in concrete.
Next inspection i put 12 months.

Do you think this is ok or is there anything else i should do?
 
There IS a reference method for concrete - 57 and see note 'O' - p320 BGB. I've begrudgingly had to do it myself in the past on one occasion when there was no other way.

how did you plug your MFT into the sockets if they are buried?
