A member of a competent persons scheme though would be required for testing/certification/Notification - correct?
It used to be that they had the discretion that is why I said "may".
It could have changed.
 
I'd be interested in a quote your LBC may give you, to do the inspection & testing?

I did some work a couple of years back to a couple who both worked for LABC, and we got on to discussing such fees. They explained the fee was set as high as they could reasonably get away with in the hope nobody would actually pay it and ask them to inspect & test.
