I'm a landscaper not a sparky. I'm doing a garden at the minute where they have 2 grounding rods sticking out next to the front door about 100mm-150mm from the ground. Guessing one is an old one as it has no connection. But the other it connected i was going to encas them in with the stairs but do they need to be accessible? Or can I build the stairs around them and totally cover them ?
 
it should be accessible, that doesn't mean it cant be covered but a little hatch or similar would be good so it can be accessed.
 
The one that is in use needs to be accessible for testing and maintenance.

The top of the rod should be just below ground level in an inspection pit.
