Thank you for taking a look at my issue.

The pictured standing lamp had a foot actuated on/off switch which broke. I would like to join the wires. My first thought is to twist them together and cover with electrical tape, is this safe? Would someone be so kind as to suggest alternate ideas that would look better?

The plan is to then plug the lamp into a foot actuated dimer/on/off switch.

You need something with cord grips to make the joint safe, not just wrap the wires together!
With the example below you could remove the brass block on one side to acccomodate the unbroken wire you have, rather than cut it. One less joint in the cable!

PS you can get black one's if you prefer!

just noticed you are in the USA - I presume Home Depot etc. would have similar products available?
 
Twist and tape is dangerous. We get little baby resin joins that are ideal for repairs to small diameter trailing cables, maybe shop around locally for something similar.
