Zs for the installion is OK. But everything fine apart from no continuity on the line earth at cooker. Obviously if there's a fault the breaker might to work

Ah - as he said it was 'working' I assumed it wasn't initial which may have been the wrong conclusion.If this is an initial verification do not energise the circuit for a Zs until this is resolved.
