If I use bonding compound around all accessories to satisfy the regs then do you guys think that signing off a rewire to get my money is acceptable?

I would want the chases filled , not very professional to be honest. If you trust the remaining trades -maybe, but it would'nt be me.

My thoughts as well, customer is going to fill chases but I got feeling it could end up being a while so I think my minds made up and I will fill all chases myself.

Thats what i would do , save any grief on call backs . Especially if the customer is going to "have a go"
 
It depends on what your deal with the client was, if it was for them to source their own plastering then you sealing the boxes with bonding and thus protecting the IP rating of them could be seen as acceptable. On a rewire I offer the client a finished job with all chases plastered so unless they have their own preferred muckchucker they'll take the guy I usually use, he goes in and does the business for me and once it's all finished I expect the balance. If they have their own guy, bonding goes in and I want paying then.
 
I be inclined to withhold the sign off and doe a IR test following the plastering to ensure wet plaster or moisture hasn't got into the accessories and no damage has occured during plastering, this is abit back to front not ideal situe plastering when accessories already 2nd fix and assuming live!!
