Ive Got a bit of a cop out.

If I come across vir in a property I am doing an EICR on I stop and say to client sorry I don’t work on properties with vir and explain the issue with vir And recommend Removal and r3placement of vir cable.
I do not charge for any work carried out up to that point.

i do say other electricians will be willing to do the EICR, but I don’t.
This is exactly the same as my approach.

IMO working with such cables is a false spend, it needs replacing.
 
Yes in principle, but the practice can be challenging if there are large numbers of circuits involved. The OP's job has around 170 circuits which are not all going to get replaced at once. If the insurers are pressing for an EICR there might have to be a stepwise approach where some circuits continue in use with the benefit of upgraded DBs in the meantime.
 
I'd check the standard VIR was made to (if there was one for mention of serviceable life of the cable. At 50-60+ my head instantly says life-expired, irrespective of how is performs to touch. Everything has a usable life span, VIR is trying to cling in it its.
