If the suppliers meter tails are 16mm, do I have to use 16mm for a consumer unit on the consumer side or is it ok to use 25mm still?
 
Depends on the main fuse protecting the installation.
I’m guessing it’s 60/80a with that size existing tails?
 
It’s still ok to use 25 if that’s all you’ve got. Nothing wrong with oversizing.
 
16 for 16

25 for 25

have on occasion used 25 with 16 but only when I have run out of 16
 
I always install 25, that way it covers you if someone installs a 100 amp cutout fuse and makes it possible for DNO to upgrade the supply if needed for EV and the like
