Can somebody offer an opinion on this guys?

TNCS, earth leakage clampmeter on the main earthing conductor from service head to the MET reads 67mA when the main DP switch is off, am i picking this current up from the combined Earth/Neutral in the head?, it cant be an installation leak as the ramp test on the RCD's is 25mA and their holding or can it?.
