Hiya,

I want to know how to reach something approx 3m (10ft) above some stairs, on a wall.

AFAIK, electrical work should always be done on electrically insulated (e.g. fibreglass) ladders, but I have not found anything that would work for staircases. (Other than non-insulated combination ladders).

The work would be short, around 10-30 mins per stairwell.

What would be a good way of doing this?

HI, what you need is a fibreglass scaffold tower, bit awkward to shove in the van but will fit most.

Obviously they take 5-10 minutes to assemble or disassemble but completely worth it.

I've often heard this but I'm not so sure it's true. I have a pair of fiberglass steps but also metal steps, metal ladders & a metal hop up.
You should not be working on a live circuit, especially on some steps. But the ladders/steps are located on the ground, the same as you would be if you weren't up them.

I'm happy for someone to point me in the direction of any relevant guidelines on this though.

Having said all that, what about telescopic ladders, I use these a lot now, great for loft access.

you can get fibreglass combination ladders but there expensive.
