Could I get some help on where fire rated backboxes with intumesant gaskets are applicable please. And is the fire rated putty Ive seen splatted in the back of normal backboxes really effective and compliant??
 
If installed correctly then yes. They should be used where a stud wall has an accessory installed on BOTH sides of the wall and IN-BETWEEN the same uprights. I believe they were originally supposed to be used for walls dividing multiple occupancy, but I've put them in many other times, and the ESC also suggest their use.

Section's 8.4 & 8.5 of this Best Practice Guide explains it well..

Are these the sleeve type things that we use when the back box has been surface mounted to the wall and then instead of dot and dab it has been battened out about 2 inch creating a gap between surface and back box?

Im talking about the flush fast fix drylining boxes or flush metal backboxes which have intumescent gaskets within to reinstate the fire rating of the wall (fire barrier) once you cut a hole in it. I think widdler is on the same page.
 
Hope it helps. That best practice guide is the only real place I've found for good reference. The approved documents are a little vague.

Oh just to add.. the 'putty' is designed to expand when exposed to heat and so will create the seal that looks a bit ominous when you install it.

I think the key word is 'Intumescent'
