This is the setup I am trying to put together. No idea what to buy in terms of parts. The bulbs will be low watt patio style incandescents.
I am in the UK and these will be for outside. Just want to make sure I don't electrocute myself.
The lights will be hanging - not levitating like in the schematic. :P
Any suggestions much appreciated.
 
Plenty of E27 12 - 24 volt LED lamps available, which will allow you to do as you wish with little chance of electrocution.
2 - 3W lamps should be sufficient for your needs, but even with these you'll need to be careful of the currents flowing, and choose cables of adequate size.

How about ready made?
Similar dimensions to your drawing, approx 7 ins between bulbs (and 10 bulbs per string) but 5m lead:
Numerous shops selling them, this the cheapest I've seen:
Maybe not bright enough for you.
