Should a small 500W electric rad on a fused spur also have an isolating switch?

Some of these small rads have fancy timers that might get confused if switched off at the wall rather than their controls.
 
They usually do, but don’t know if it’s a requirement.

Does turning the thermostat all the way to minimum turn it off?


Edit:
Actually thinking about recent ones I’ve seen there are no switches on the heaters themselves in a community centre.
Just a thermostat whose dial had been removed to stop public tampering, and an unswitched fuse for power.

Is the heater in a bathroom ?
