hello all i am currently doing my NVQ level 3 and ive got a question which im not sure about
"Write about how H&S has an impact on test and inspection."

any advice is greatly appreciated

H&S are dikheads that try and worm there way into every knuck & cranny inventing law's and rule's that are impractical to work too.

H&S want to turn a 10minute job into a full week project. They are diseased rats.

I've noticed Richard Burns is on here by the way, that's why my answer is immature - that man will be able to give a much better answer than me, that's for sure :)

I think the question is asking what precautions do you need to take whilst inspecting and testing in order to ensure that yourself, persons in the vicinity of your testing and equipment you are testing are not exposed to danger and in doing this what effect does this have on how you conduct inspections and testing.
e.g. you cannot leave exposed live cables lying on an open floor as an extreme example.
So what would you do in this case?
OK properly terminate the cables in a safe manner that does not impede the testing, if they are accessible in any way whilst you are not present put up barriers and warning signs to protect other people, you would be using GS38 standard test equipment as you are doing live testing, you would not be energising a piece of equipment that may cause danger or an unexpected start without due precautions such as informing the building owner so as to ensure safety.

And so on and so forth...
