Off peak and domestic combined

Hi guys, any suggestions as to why a domestic and off peak supplies can't be put into the same split load board?

Quite common in council properties, Wylex used to a 'superdeal special' with 3x main switches 1 for day rate, 1 for off peak and 1 for superdeal immersion, 3 sets of tails were needed.
