The installer is MCS registered and a HIES accredited member.The MCB (it's not an RCD) should certainly be labelled.
If that cable has been connected to the 32 amp MCB labelled as spare then there is likely another issue as the cable is undersized for the circuit breaker rating.
Further, the way the cable has been installed doesn't meet the wiring regs as having suitable protection from impact. If under 50mm from the surface it needs RCD protection and as it's not in prescribed wiring zones it also needs mechanical protection.
So there do appear to be valid grounds for complaining about the quality of the work. Was the installer registered with a competent person scheme?
On a completely different topic - I think those RCBO's on the cooker and sockets circuits were the ones that had a recall for the test button doing interesting things. Maybe someone else can confirm this.
