I had PV put on my roof and Comissioned into my existing CU, the electrician used a spare RCD in there which was unused but didn't label anything up and left holes all over the place and the 240v cable runs over the top of the floor?

Is this acceptable?

The MCB (it's not an RCD) should certainly be labelled.
If that cable has been connected to the 32 amp MCB labelled as spare then there is likely another issue as the cable is undersized for the circuit breaker rating.
Further, the way the cable has been installed doesn't meet the wiring regs as having suitable protection from impact. If under 50mm from the surface it needs RCD protection and as it's not in prescribed wiring zones it also needs mechanical protection.

So there do appear to be valid grounds for complaining about the quality of the work. Was the installer registered with a competent person scheme?

On a completely different topic - I think those RCBO's on the cooker and sockets circuits were the ones that had a recall for the test button doing interesting things. Maybe someone else can confirm this.

The installer is MCS registered and a HIES accredited member.

That is a fair assumption. You might be aware already, but the complaints procedure for the MCS scheme is here:

You have to start with a formal letter of complaint to the installer. You can say that you had concerns about the safety of the installation and sought advice from other electricians. At least two sections of BS7671:2018 are immediately looking wanting to me:
-section 522.6 "Selection and erection of wiring systems in relation to Impact"
-section 512.1.2 "Operational Conditions and external influences

If the installer can't/won't resolve things then you can go back to the MCS scheme.
 
They got back to me and apologised for not making good, but insist that is the only cable route they can take.

The boards can't be lifted as the walls are built on top, what would be the solution here to make that cable safe?
