Ive just moved into a rented house, went to add a loft light to upstairs lighting circuit,

No sparks would not have done that lash up surly. Even a Electrical Trainee would know better hopefully
 
Quite common to find DIY jobs with cpc's cut off. I asked an old guy once why he had done so, and his answer was "well, the lights all worked fine without them".

sadly have come across exactly the same in factory built false fibreglass ceilings for bathrooms. came assembled with GU10 halogen downlighters. all the cpc's cut off, not even connected in at the original ceiling rose.
