Actually, quite typical of many Spanish installations, some of which I have posted previously. It's not unusual for all cabling to be routed along the outside walls, bundled together as domestic supplies, street lighting, comms...it saves digging up the streets and makes maintenance simpler, but it's not pretty!

Modern developments have buried cables and nothing on show, especially in the "urbanisations" built mainly for tourist accommodation. Even so, where visible, workmanship can often be seen to be shoddy by our standards, but I don't hear of folks being killed on a daily basis due to the slipshod installation practices. Garden lighting wired in bell-wire with choc-blocks running fully exposed over the ground is commonplace. Any likelihood of the wiring overheating is countered by the fact that the water sprinkler irrigation systems keep it cool, de vez en cuando.
