I'm guessing that theatre steps or a tower were not available! You wouldn't catch me up there that's for sure!
Is this in the UK?
 
is that cable ties holding the steps to the ladder??

At least hes got a footer at the bottom.
 
Two footers let's not take any chances now!
Certainly looks like it's cable ties!
Perhaps there is a pile of crash mats around him just in case but I doubt it 😄
