I have a situation where a 120v outlet(15Amp) quit working.The breaker is putting out 120volts but at the outlet it shows 9v(meter is on the hot and neutral wire).
However when I put the probes across the hot and ground I get 120v and when I put it across the neutral and ground I get 120v.

Any ideas for me.

Sounds like you've got a bad neutral connection at or before the outlet.
