I am currently on a nc electrical course
i am struggling with the 10 steps required to perform a safe isolation
can anyone help with any links or suggestions?

I get so far
E - L1 L2 L3, N - L1 L2 L3, L1 then what?

I usually prefer to keep one of the probes of my VI to either N or E, whilst transferring the other one to the Ls, obviously you cannot do your phase-phase measurements this way.

I don't really suppose it makes much difference other than it is easier to keep track of what you have done, and that you do them all.

Waving a voltstick in a circular motion should cover all the terminals. You need to vary the size of the circle sending on the size of DB and positioning of terminals.

a bit more high tech than my method, but fine till you get dizzy.

if you move the voltstick fast enough, say 3000 rpm, then it should tell you the phase rotation.

Nah a neon lacks....granularity...what you need is 3 apprentices for 3 phase and one for single phase, if they get a jolt...its live....better try another breaker then (note on large installations you may need a large supply of "apprentices" due to "attrition"..the local job centre is recommended)
If no fatalities, smoke, flames, then repeat test with wet fingers just to make sure....
