Due to building layout I am finding it difficult to get a cable from the lighting circuit to power an outside light/pir coachlight combo.

Is it ok to take the supply from a socket on a 20a radial (on a rcd). via a FCU fused down to 3a, and then 2m of 1.5mm to the light.

Is this permissible in the regs? Anything I should be looking out for?

no problem with that. only suggestion i would make is to use black flex from the FCU tto the light
 
If the cable is to be run internally, either chased into the wall and capped or via mini trunking and the base of the light is flat against wall with a rear cable entry (sounds like it is) then used t&e, not flex.
