Would you consider that this was OK?

On a ring main one leg between two sockets has been cut (red and black T+E) then joined by connector block and a spur has been taken off from the connector block (brown and blue T+E) to run under floor heating (3 amps).

Is it just "sitting there", no enclosure or even tape?! It should be in an enclosure and available for inspection/maintaince if needed. Is it the correct rating for the circuit also you should check... An enclosure with wagos may be better, perhaps Wagos in a Line enclosure...think you can get them through a fourm sponsor. I would really change it IMHO...
 
If the spur is taken at a socket then there would be no need for any type of connector block. It would be more usual to just insert an FCU in the ring where desired, thus maintaining the ring. If the ring has just been cut into and a spur taken from it using connector blocks, for example under a floorboard, this is totally unacceptable and a sign that cowboys have been in there. A maintenance free junction box should have been used.

I would say no but I'm not sure of the reg that would prevent it. I tend to err on the side of caution, so would run a spur cable from the nearest socket.
the only thing you could really get it on is that all connections should be adequately enclosed.
