If a response from the IET will not sway you, what will?
There must be an organisation that you respect or believe has greater knowledge than yourself that you will listen too? Surely that must be the IET, if they are the ones that write the spec out on the EICR's?

Also, it would be good to know your reasoning? I'm guessing it is along the lines of ....

A house could be littered with C3's to the point where the electrician feels an unsatisfactory is required?

Why is that I have QSd for thirty odd years for companies who take this approach and it has not been questioned.

If a report came back with only a couple of 3s and deemed by the inspector to be unsatisfactory then you can guarantee it would warrant a valid complaint.

I have not quantified the amount of Code 3s and a couple of insignificant ones would not lead to an unsatisfactory.

I'm kind of erring towards it may be possible, but in reality is not likely to ever happen.

I doubt there is anyone on this site who has given an unsatisfactory, or even know anyone anywhere who has given one. If they have, it would be interesting to see the report.
 
If I got a response from the IET saying that it will be a satisfactory outcome if no 1,2 or FI, would you then cease to capitulate? :D
I think this would be useful information for other forum members who are yet to make up their minds, if you are able to get a response from them. I have sent an email to ESF to ask their opinion on this.

I have had a response from the IET. See below...

"Thank you for your enquiry. I am required to preface my remarks by saying that I have no authority to interpret the requirements of BS 7671:2018, Requirements for Electrical Installations, or any other British Standards, nor am I able to provide or confirm design or installation details as all the installation requirements may not be known to me. However, based on the information you have provided I hope you will find my comments helpful.

The industry guidance for classification codes for electrical installation condition reports is best practice guide 4, please see link below. It states that ‘if there are no observations in the report classified as C1, C2 or FI, it would not be reasonable to report the overall condition as unsatisfactory’. It also states ‘where only C3 observations have been recorded the overall outcome of the report can be stated as satisfactory’. "

Good work. I didn't get a reply from ESF, but I guess they would have referred me to the same guide, it being their publication. Out of interest, how did you contact the IET?

They quoted from some Guide not BS7671 and it isn't a defined statement of must be satisfactory.

I don't think we're going to convert you, are we? Fair enough, the difference of opinions has led to an interesting discussion.

You have been in the trade a long time, so I presume at some point you have given an 'unsatisfactory' in the absence of C1/C2/FI codes. It would help us to see your point of view if you could give an example or description of such a report, if possible.
