Went to a converted Victorian house which is now 7 flats to do a job last week in a flat and while I was there I was asked by another lease holder to look at the hallway lighting, intercom, smokes etc that was all off for the previous two weeks. Turns out the whole lot is on a board with an rcd as a main switch which had tripped due to a faulty 4 gang lead. Also need to also point out the board is in a cupboard in the hall at about 2.9m.
Unfortunately they have now asked me to test it for the insurance, can I justify a 2 for accessibility of the board or is this too harsh.
 
Is there sufficient space for a ladder to be safely used?

I think more worrying from an safety point of view is the common RCD for smoke alarm and other non-safety circuits. Is it a board where you could, say, convert to a switch incomer and RCBOs?
 
There is enough space for a ladder to be used but no one has one.
The board is too old to be modified it would have to be replaced.
I think they only intend doing what they have to.
 
I would raise the issue, already demonstrated, that the smoke alarm could fail due to the consequences of the shared protection. It is possible the insurance folk might press for replacement to protect themselves in the event of anything happening.
