Can someone explain to me exactly why high voltage is classed as 1000 for AC and 1500 for DC?

have a metric cigar. the Havana ones are 304.8mm long.Vrms = 0.3535 * Vpp
Or
Vpp = Vrms/0.3535
Does this vary depending on the type of nutshell? Would it arc further in a walnut compared to a peanut?To do with how far the electricity will arc in a nutshell.
