Test at 230v first and check the results - thats the way I do it.
Cheers for the info guys. If a load was connected would it only effect Live-Neutral readings and not Live-Earth and Neutral-Earth or would it. I know these are basic questions for you guys but never really asked the question.

A global IR with what all connected? Loads?However it can also be very useful to carry out a global IR with it all connected under certain circumstances.
Have a think about what you're asking mate, I'm not saying it's a bad question here but if you think about it the answer will become clear.Would testing live and neutral together connected to earth bypass any loads still connected and give a true reading of the circuit or is it just for the purpose of eliminating damaging equipment.

You would get the lowest reading possible. IE reading through the first load. What possible use could this reading be?

BOLOX!, Before a CU change you want to know whether there's any problems with the FIXED WIRING.Before a consumer unit change when there was previously no RCD protection. It highlights if there is any earth faults the w/m, d/w immersion etc etc in one easy test.
