if i have a conductor connected to the metalwork of the building how do get a test reading ?

Better if you could tell us what your trying to do as far as testing is involved?? Is the connection a removable connection or not?? If it's a welded connection and if the metal frame of the building is being used as both the down conductor and the ground electrode, there is little you can test, apart from the overall Ra value....

Need more information to guide you further....
