I don't know the answer to this, but I'm intrigued to know the application you are using it in.
 
It depends on what duration the 9kA rating was for. Often the Manufacturer will specify the maximum non repetitive rating for 1/2 cycle at mains frequency. The overload rating for a full cycle duration would be less, but it’s up to Manufacturer to specify.
