Title says it all. Will a multiple occupancy dwelling (HMO) such as a student house where the owner is not present qualify for Domestic or Commercial RHI?

Can see an argument for either way...
 
This depends on the outcome of the consultation. You have very little time left to submit your response. HMO is there to provide safety measures for the tenants and will simply be treated as private rented accomodation. There is likely to be a a joint tenancy between the occupants.

Bed-sits may be a different issue, but are less likely to have any form of heating or hot water powered from renewable sources unless there is common supply of these. (Is there such an enlightened private landlord in existence?)
 
There should be no argument: it is already defined under the current rules for commercial RHI.
If it has more than one council tax allocated to the property and there is a heating system that provides heat to more than one of those council taxes, then it falls under the definition of district heating and is eligible for commercial RHI, otherwise not. It is in the RHI documents on the OFGEM site.
