As your location says you are in Wales this would be an addition of a socket associated with a special installation and so would be notifiable to building control.
As the work is a modification to an existing circuit a minor works certificate is the appropriate certificate for you to issue.

Minor cert I think mate this is small job so I think more time U spend with cert like with this spur and waterproof outdoor socket.
