I installed a 3 phase board for site temps yesterday. EDF will be connecting the tails into their meter in few days. I was told by a work colleague that EDF dont need a 16mm earth. I ran a 16mm earth to the earth-rod back to the board and then from the board back out again with the tails l1/l2/l3,N
 
That's correct.

As you have already provided the earth for the system, TT in this case, all EDF will need to connect up is L1, L2, L3 & N.
