The Fluke 1653b does the lot (all tests required by the regs) and im my opinion (others may disagree with me), most easiest to use and read, and has a good battery life.

I can't reccomend the Megger MFT as the one we use in college (im doing the 2392) has gone kapput after coming back briskly bathed and perfumed from calibration.

Thr batteries in the Megger MFT don't sustain a lot of IR tests, so matety the choice is yours as there are also the lower priced Kewtech testers et. al, but end of the the day, you gets what you pays for ;)
 
megger 1553 all the way bud.....................easy to use, got on better than the fluke! check it out on u tube for a good demo bud!
 
I have a Fluke 1653b and I must say I much prefer it to the Meggers I was using at college but I think its mostly down to personal preference
