however, here is the pedantic thing.

customer owns the meter tails from meter to consumer unit.

then the meter fitter pops round and cuts the tails in half and fits an isolator between the two bits.

who owns the bit between the meter and isolator?

Everything from the cut out as far as the DNO are concerned, the Provider may say from the Meter Terminals.
