I’ve lived in my home 3 years, it was a complete gut/rewire then we moved in. Everything electrical works fine except the can light over the kitchen sink blinks intermittently about once a second. Its an LED can with a built in bulb, no dimmer. No recent changes. Nothing else on that circuit has a problem. Does this need replacement or is it a symptom that requires an electrician to look at it?
 
Most likely needs a replacement light fitting
