DNO cutout for 1 dwelling with 3 fuses all on same phase

Objective: allow fast charging of EV (22 KW)
DNO cutout has 3 100A fuses, but all 3 turned out to be on the same single phase

How to still obtain 22 kW for fast charging of EVs?
Rotary phase converter? Switched on only when needed?
Other approaches?

The first potential solution is to get a quote from the DNO for a true 3 phase supply.

Are the 3 fuses linked at the cut out from the same single phase supply or is it 3 single phase supplies, all the same phase, coming into the building / cutout and linked elsewhere?

You would be £3-4k for a convertor of that power, not to mention the size, noise and waste heat, And that is assuming you are allowed to get ~100A from one of the feeds for long periods without complaint!
