Do you need to be a qualified electrician in the uk to create your own creative lights/lamps like they do on diy programs?
I want to design and create ceiling lights and desktop lamps using different items.
 
For your own use it is probably fairly relaxed so long as it is safe from shock and fire. More generally this is guidance for those wanting to make lights and sell them:

You might be best to get an electrician's advice for ideas you have to make sure you are working with parts that will meet the UK regulations (as some stuff off eBay is decidedly unsafe and should never be sold here). Generally good workmanship and some means of testing would be the essential aspect no matter what.
 
I was always under the impression it’s okay to make stuff for personal use or to repair stuff not for resale.
but if you are making stuff specific to sell to the wider public then it needs to be CE marked ?
