I am checking an install and noticed the voltage between line and earth is 190 volts. I checked incoming supply voltage with the main consumer unit isolated and am getting 220v l-n and l-e when I switch cu on voltage l-n is 220 volts l-e drops to 190 volts I have disconnected all circuits and all is fine I connected ring circuit everything unplugged no short circuits between conductors full loop on all conductors. when I switch on voltage on incoming supply l-e I 190 volts switch of cu and incoming voltage is back o 220 volts. disconnected all again disconnected cooker at cooker switch connected cooker circuit in cu and same happens help

By Marconi Could you tell us the earthing system in place and more on the type of supply please?
