My guvnor recons that all submains from the main Distribution Panel, should go via metered supplies. Although they are all for one customer who owns the building.

Any reg on this, as I would like to look it up! Whether BS7671 or a Building reg.
 
Not that I’ve ever heard of.
From a Landlords perspective meters would be good if different customers/tenants or a specific task?
 
If there isn’t anything, it could be in part L of the building regulations,
Conserving energy
But I am not sure, don’t think there I should anything mandatory about metering
 
I have installed panel boards with metered outgoing circuits before, but only at customer request.
Would be a nonsense to meter separate boards within the same building if it's not been asked for.
 
It is quite common in recent big installations to have metering for all sub-boards so the building consumption can be better understood, but that is separate from billing metering (though I guess some companies use it for internal overhead allocation).

All of the main suppliers of industrial style boards offer metering kits, and also remote access options so they can be centrally monitored (if no one willing to wander round and check from time to time).

Beyond the moitoring of electricity costs, they are useful to understand demands as most of the board meters (not the cheaper dedicated billing sort) support measuring min/max demand, per phase, etc, so if new equipment or building reuse is planned you have a good idea of what impact it might have on the existing boards/sub-mains/etc.

So not a BS7671 reg, or Building Control L reg?
 
I don't know enough about part L to comment.

The BS7671 18th edition has Appendix 17 (informative) on energy efficiency and 17.8 states that provision must be made to allow the measurement and recording of energy consumption throughout major parts of the installtion.
 
Hi - just had a quick read of Part L2B (existing non residential buildings) and it does make mention of using metering for building services. It starts on page 16, titled Energy Meters. So some additional metering may be required for the new building works to comply, perhaps.
