Hello, I am going to install garden spotlights. I know from experience that theses lights installed outdoor will develop leaks to the ground or even short circuits especially when wet. Is there a device I can install such that the power automatically switches off when leaks develop?

An RCD is designed for this task.
Ask a local electrician, they should be able to provide one

They are called different things in different countries
Basic theory is they compare the live current with the neutral current and turn the power off if there is an imbalance between the 2.
 
If the spotlights are the correct IP rating and the cabling is installed properly and professionally there's no reason they should get wet and develope earth leakage faults.

As James says the device you're talking about is an RCD and is called a GFCI if you're in the USA.
