I've got a twin socket above where a sink will go, the cable drop is from the ceiling, the socket needs moving 2m to one side. Is it ok to snip the two ring cables high up on the wall and fit two single outlets as a means of connecting new longer cables?

If you can't access from above and the only option is to fit two single sockets for connection purposes, why not just fit a single back box and join the cables in there and use a single blank plate. Not pretty but better than two (wasted) single sockets.

Yes some ceiling access is possible but any connections need to be accessible which I why the plan is to fit exposed boxes or better still your suggestion. Presumably that would mean crimped connectors rather than screw down connectors?

Or get some wago on the case inspection free connectors if go for
 
snip them somewhere high, but instead of burying in the plaster or tiles enclose them in a double box and cover up the connection with a blank plate.

not a bad idea, it's a utility room, there will be a shelf high up to hide things so a blanking plate would be fine. Would that be Wago connectors inside then or screw down type? I can get into the ceiling mind, so MF JBs would work as well I guess.

From an Electricians point of view fault finding on that circuit in the future it would be more helpful to be able to just remove the blanking plate! , however from a customer point of view i would rather not see the box, so that means an MF joint , for which i would at very east write on the floor board above the joint, then leave a note near the db to let future sparks know of it's location.
 
So basically:
Yes it is fine to do what you have asked.
If you don't want two sockets there you could use a single box and blank plate with the joint inside.
If you have to then you could use mf joints but an available identifiable joint will always be better IMO.
