There is no reason to move the sockets up to 450mm accessibility height unless the building is being adapted to meet all of the other requirements of part M for accessibility.
I would say there is no requirement.

If I were refurbishing a place with lath and plaster walls and was not forced in to keeping them for listed reasons, I would ripe them out and put in plasterboard and at the same time new skirting boards and move sockets up. At my sister's one socket was so low that any modern moulded plug would not fit so I turned it 90 deg. Looks stupid but it works!
