I would say fixed equipment that is permanently connected can be used in the zones as long as it’s suitable according to the manufacturers instructions (701.55)
The flex outlet not being to IPX4 I would say should not be in the boundary of zone 2.
 
just had ,a look in bbb, 705.512.3 says in zone 2 switchgear,accesories(flex outlet plate ) incorporating switches (which it doesn't ) or socket outlets shall not be installed so it's ok
