Periodic testing/condition report test

Hello everyone this is my first post so excuse me if I do something wrong!
im a fully qualified electrician who works on mainly industrial and commercial properties.
ive been asked by a friend if I could carry out a periodic test on his property or as its known now condition report,
Can this be done if I am not a member of niceic or any other organisation.
