this box is in the village i live in - its a small grey box nr a pond with a danger of death sign on it. there has been recently some damage to it, should i report it to the elctric board or not, is it that dangerous or not.

Who knows, is probably something to do with lighting around that pond. More than likely belongs to the council.

Do you have a fixation with looking on street view and finding damaged equipment?
 
As above. Whoever owns the pond/land will be responsible for that.
Contact them and advise them of the damage, they may already be aware of the problem.

These signs are widely used in the electrical industry, especially in places where you can have the general public in close proximity to low/high voltage.

You can be electrocuted at very low voltages, it is widely accepted that in certain circumstances a voltage over 50v can be fatal, so these are warnings that in that box there are voltages exceeding these.
