Simple answer IMO yes it is best to fit 25mm tails as electrical systems in homes are getting larger with showers, induction hobs, double ovens and even 10kw CH boilers ................

If you don't fit them then the DNO will not fit upto a 100amp Fuse on upgrades.
 
if it's a 60A fuse, 16mm are OK, but it's generasl practice to replace with 25mm. reason being customer may buy a 10 megawatt cooker and a 15 megawatt shower, just because jim down the road has got them , and need his suppliers fuse upgrading
 
Easy enough depending on how fair away the main cut out is from the board.. What about installing a 100A KMF DP Isolator an then putting in a 80HRC fuse??
 
Should you upgrade the meter tails with fuseboard change?

Remember, if you upgrade the meter tails you need to upgrade the bonding to suit. This might make or break your decision.

Is it not more the case that the earth and protective bonding would have to be upgraded anyway because of the consumer unit change. Once that has been done going from 16mm² to 25mm² tails would not have any affect on either of them anyway :)
