I have done first fix re-wiring in a house, left for a week allowing the plasterers finish their job before fitting switches/sockets and CU.
When I came back I realised that my customer decided not to change his kitchen as he planed before (When I was doing wires - there was no kitchen in place - I had only drawings of new kitchen design) and he fitted back his old one - just for a year he said.....
Right now my 2xdouble sockets and cooker switch are behind the water taps in the middle of the sink.... The customer will not allow to move the connections to the outside zone - I will not connect kitchen ring to the CU. And this should be my assessment work.

Any advice in such situation?

You answered your own question mate. Do not connect these circuits, take photographs of their current condition, ask your client to sign a statement saying he will not allow them to be moved. He will not do this but it's worth a try.
The relationship will probably sour and you may have to find another job to submit for your assessment.
 
Are you saying that the sockets ARE or WILL be behind the water tap? If they are then it is your problem, if they will be then not. Take photos for your own sake. If you left it in a safe state it is not your responsibility if the owner changes the design afterwards. I also would advice him of the non-compliances.
 
Make sure there's a trail which covers your backside, advise him by email and keep a copy for when this goes pear shaped which I strongly suspect it will. Welcome to the wonderful world of dealing with clients mate:)

I am afraid the situation will be hard. I connected the rest of the house - left the kitchen unconnected.
They will probably not sign anything - Ill take the pictures tomorrow and will look for other job for assessment. When they fit new kitchen, I will happily connect kitchen ring to CU.

They are now behind the sink as when I wired the kitchen - I had only plans in my hand... They fitted old kitchen - very different to the new design. But this ring is completely disconnected and death....
I hope they will not power those sockets by DIY socket-socket extension lead....
